This man is in the back right corner of the market, near the box you can unlock with your knife. When you first pass by him, he’ll likely be speaking to the guardie. If this is the case, you will be unable to interact with him.
If you wait long enough for the guardie to leave, you will be able to interact with the Don’s informant and continue the mission. You can also unlock that nearby lockbox without causing alarm, as long as the guardie isn’t looking. That’s free Dinari.
