Jax's E ability will get a reduction in cooldown rate from 16%-8% to 14%-8%. While it may seem like a small buff, having his stun on a lower cooldown makes him even more devastating once he scales.
Although Volibear's Q ability movement speed will be significantly nerfed, this should not push you away from picking him in the top lane. Volibear still has massive damage potential and can dominate if played correctly.
