Riot's Reinboom released the first Rune's Corner post for the Rune's Reforged to keep League fans up to date with their design thoughts to do a few simple task: explain their decision, provide sneak peeks on future runes, and gather feedback.
The post itself is rather lengthy, but full of great detail and examples. However, if you're not feeling up to it, here's a quick run down of the need to know!
Runes Reforged was tested through the Keystone Masteries system in place on present day League servers. Through it, they were able to discover data that later influenced their decisions for the Runes they've decided to share with us in their post.
The new runes will have a stronger concentration towards their individual effects rather than the flat damage in place for patch 7.13.
Bloodlust, the new rune they shared, is a great example. It's an amplified version of the mastery Dangerous Game.
Prior to the release of keystones, masteries did not have as much influence, so they did not matter as much to make the choice worthwhile. Some of the keystones in the current Patch 7.13 will be brought over into the new system with some changes.
Anything labeled as Adaptive adapts to your champion and in-game item build. If a Rune offers Adaptive Attack Damage or Ability Power, it will grant you one or the other based on whichever you have more of based on your items; however, it does default to the stat listed first so hybrid champions will not grow too OP simply because of the incoming rune changes.
Kiss & Curse Effects
Riot has decided to step out of their comfort zone and return to effects with a direct negative. The negatives will be more along the lines of, "What can I get away with?" in trade and focus of an indirect power spike and twist of rules.
"You get free boots at 10 minutes but you cannot buy boots before then. These boots grant you +10 movement speed (in addition to the other boots effects)."
It's a betting game against the system. Can you survive your lane for 10 minutes without boots? If you can, you gain a free pair of boots with extra speed.
In short, a high risk, high reward trade off for those that are willing to risk it.
