The game typically expects players to reach Level 9 over the course of the story, plus a little extra exploration. Here's how to get there faster.

Leveling up the Leviathan requires collecting white crabs scattered across the Caribbean. The fastest and most reliable way to farm these crabs is to fast travel to Exile Island, clear it of crabs, then return to the ship. Fast travel to Confinement Island and repeat the crab clearing. Travel back and forth as necessary until you collect all the white crabs necessary to hit level nine.
