Birger Vestraete FIFA 20 is a new Milestone player released Monday available in FIFA Ultimate Team objectives.
Milestone players are a new addition to FIFA Ultimate Team in FIFA 20. Players must complete objectives tied to league specific teams to earn the special card. Players must score a goal with players for each team in Rivals either in a win or just a simple match. The trend has been that the newly promoted teams only require goals in matches while the others have win conditions.

The Bundesliga Milestone player is Birger Vestraete from FC Koln. He's been upgraded from 74 overall to 86. Milestone players will have an additional upgrade opportunity later, but there's no information on how that'll work.
