Activision is fairly vigilant about keeping track of its games' server statuses. For Call of Duty Black Ops 4, players can check the game's support page on Activision's website. There they'll see a breakdown of the game's online availability on PlayStation 4, Xbox One and PC. They can also report outages and cycle through troubleshooting steps.
For an explanation of any downtime, players can check the official Activision Support Twitter account. If the downtime is planned, a reason will typically appear on that account's feed. If not, the downtime will be addressed once it reaches a critical mass or a solution is found.
