Packet burst happens when the game is overloaded with data input or when you are experiencing bad connections. To fix this issue, go to the settings in Vanguard, scroll in the Graphics tab and turn On-Demand Texture Streaming off.

The On-Demand Texture Streaming option is made to improve color quality of the game by downloading textures from the Internet while you are playing the game itself.
This constant amount of downloading can cause packet loss to occur while playing Vanguard multiplayer. If after trying this fix you are still getting packet burst notifications, then go through the basic troubleshooting fixes of restarting your router.
