To unlock I Fought The Law, you'll need at least nine street cred and have complete the Life During Wartime main story quest. Then, you'll have to wait for a call from Elizabeth Peralez to start the quest.
The quest has a few issues that were addressed with the recent hotfix. Braindances were toned down in general and a progress blocking glitch was fixed for this quest.
The hotfix, issued earlier today, addressed several glitches and bugs that prevented quest progress. In I Fought The Law, there's a bug that prevents you from completing the quest if you left the area during the mission.

Another aspect of this mission addressed was the Braindance sequence. According to the hotfix, it "[m]odified the flashing effect on braindances to reduce the risk of inducing epileptic symptoms. The effect has been smoothed out and the flashes reduced in frequency and magnitude."
There shouldn't be any problems getting or advancing in this quest anymore.
