Demacia Vice Garen and Demacia Vice Lucian arrived on the Public Beta Environment on Tuesday and expect to go live in League of Legends Patch 9.14.

The two skins are covered in neon and clad in the 1980s aesthetic that has grown in popularity over the past few years. Garen wears a denim jacket, blocky pink sunglasses, and pink fingerless gloves. Lucian has on a bright pink duster and his own blocky orange sunglasses.

Both skins feature all new animations full of neon geometric shapes and Miami Vice iconography like a pink and purple sunset or obviously virtual palm trees. Each will have seven Chromas available when the skins go on sale in League of Legends Patch 9.14.

Also available on the PBE are six summoner icons in the same Demacia Vice style, a gamer Poro icon, two Demacia Vice emotes, and a Demacia Vice ward skin.

The main non-cosmetic addition in this round of PBE updates is the newly revamped death recap screen. The new version aims to more clearly explain the player's death, with more and easier to access specifics about exactly what killed them.

Finally, balance changes arrived targeting Ahri, Akali, Blitzcrank, Cassiopeia, Fizz, Karma, Katarina, Kled, LeBlanc, Leona, Lux, Malphite, Morgana, Poppy, Pyke, Renekton, Ryze, Swain, Tahm Kench and Wukong. See the full change list below.

League of Legends Patch 9.14 PBE Update Balance Changes


Charm (E)

  • Now cancels in-progress dashes
  • Damage bonus lowered from five to three


Five Point Strike (Q)

  • AP ratio increased from 70% to 80%

Twilight Shroud (W)

  • Cooldown changed from 25/22/19/16/13 seconds to 25
  • Cooldown now starts on cast rather than after Shroud expiration
  • Duration extension removed
  • Stealth type changed from obscurity to invisibility

Shuriken Flip (E)

  • Missile damage changed from 70/105/140/175/210 (plus 70% bonus AD) to 40/70/100/130/160 (plus 35% total AD) (plus 50% AP)
  • Dash damage changed from 50/80/110/140/170 (plus 70% bonus AD) to 40/70/100/130/160 (plus 35% total AD) (plus 50% AP)

Perfect Execution (R)

  • Cooldown increased from 100/85/70 seconds to 120/110/100


Overdrive (W)

  • Movement speed lowered from 70/75/80/85/90% to 20/25/30/35/40%
    Duration lowered from five to four
  • Slow no longer decays
  • Attack speed lowered from 30/38/46/54/62% to 30/35/40/45/50%
  • Can now be recast up to three times to refresh the duration and stack the movement speed effect. Can be recast a final time to end the effect early
  • At the end of Overdrive, for each time it was stacked, Blitzcrank is now rooted for one second

Hardwire (R)

  • Renamed from Static Field
  • Cooldown changed from 60/45/30 seconds to 90/60/30
  • Active effect now destroys shields on affected enemies
  • Active effect now clears movement-impairing effects on Blitzcrank


Miasma (W)

  • Minimum cast range lowered from 500 to 100
  • Cooldown increased from 18/17.5/17/16.5/16 seconds to 24/21/18/15/12
  • Slow lowered from 40/50/60/70/80% to 20/30/40/50/60%

Twin Fang (E)

  • Healing changed from 5-22 based on level plus 10% AP to 13/16/19/22/25% AP
  • Now has 25% heal effectiveness against minions and small monsters
  • Cost changed from 40/45/50/55/60 mana to 50


Nimble Fighter (Passive)

  • Damage reduction changed from 4/6/8/10/12/14 at levels 1/4/7/10/13/16 against basic attacks to 5 plus 1% AP against all sources of damage (max 50% reduction)


Focused Resolve (W)

  • Provides truesight during the root component


Death Lotus (R)

  • Healing reduction increased from 40% to 60%


Bear Trap on a Rope (Q)

  • When yanking an enemy, reduces all healing on them by 60% for five seconds


Ethereal Chains (E)

  • Provides truesight during the root component


Eclipse (W)

  • Now reduces incoming damage by 8/12/16/20/24 (pre-mitigation, up to 50% of incoming damage)
  • Armor lowered from 25/35/45/55/65 to 20/25/30/35/40
  • Magic resist lowered from 20/30/40/50/60 to 20/25/30/35/40

Solar Flare (R)

  • No longer empowers basic attacks


Prismatic Barrier (W)

  • Removes double effect on returning shields
  • Shield amount increased from 50/65/80/95/110 plus 20% AP to 50/70/90/110/130 to 30% AP
  • Max shield amount changed from 150/195/240/285/330 plus 60% AP to 100/140/180/220/260 plus 60% AP
  • Shield duration lowered from three seconds to 2.5

Final Spark (R)

  • Reset mechanic removed
  • Cooldown lowered from 80/65/60 seconds to 80/60/40
  • AP ratio increased from 75% to 80%


Granite Shield (Passive)

  • Malphite now glows when his shield regenerates
  • Malphite's size now scales with his armor
  • Size scaling refactored to account for the armor Malphite can get through his Thunderclap (W)

Seismic Shard (Q)

  • Movement speed steal changed from 14/17/20/23/26% to 20/25/30/35/40%
  • Speed duration reduced from four seconds to three
  • Now casts from right arm
  • Targets affected by Q are covered in molten rock effect for the duration of the slow
  • Other miscellaneous values adjusted to improve feel of the ability
  • Now checks if stealing movement speed would result in a faster Malphite, and uses that value when it does

Thunderclap (W)

  • Renamed from Brutal Strikes
  • Mana cost increased from 25 mana to 35
  • Initial hit AP ratio lowered from 40% to 20%
  • Initial hit armor ratio lowered from 20% to 15%
  • On cast, resets Malphite's auto attack and deals 30/45/60/75/90 bonus physical damage, scaling with 1.5 armor and 0.20 AP
  • Malphite's auto attacks create aftershocks for the next five seconds that deal 10/20/30/40/50 physical damage to all enemies in range of the cone, scaling with 0.1 armor and 0.2 AP

Ground Slam (E)

  • Mana cost lowered from 05/55/60/65/70 mana to 40/45/50/55/60

Steadfast Presence (W)

  • If Poppy stops a movement ability, the enemy is now grounded and slowed by 25% for two seconds

  • Cooldown changed from 24/22/20/18/16 to 24/21/18/15/12


Phantom Undertow (E)

  • Now stuns non-champions but deals no damage to them

Death from Below (R)

  • Damage changed from 250/290/330/370/400/430/450/470/490/510/530/540/550 (plus 80% AD)(plus 150% Lethality) to 250/350/450 (plus 200% AD)(plus 200% Lethality)
  • Now deals 50% reduced damage to enemies it doesn't kill
    "Your Cut" on Pyke kill changed from one "Your Cut" to Pyke to two "Your Cut" to Pyke
  • Death from Below's icon now shown next to Pyke's health bar while it can be cast or free


Ruthless Predator (W)

  • When empowered with 50 Fury, destroys existing damage shields on the target before its existing effects


Overload (Q)

  • Ryze's movement command is no longer cancelled if Overload was spammed during its cast time
  • Overload no longer bounces back to its original target if Spell Flux is applied to it during other bounces

Spell Flux (E)

  • Now correctly triggers Manaflow Band when it bounces to a champion
  • Spell Flux no longer bounces back to its original target off of other targets that have Flux on them


Ravenous Flock (Passive)

  • Swain can no longer store up to five Soul Fragments in reserve
  • Swain no permanently stores Soul Fragments increasing his max HP by five
  • Collecting a soul also restores 4/5.5/7% of Swain's mana

Death's Hand (Q)

  • No longer restores 3% maximum mana on killing a unit
  • Bolts now always pierce through minions and stop on impact with enemy champions
  • Cooldown increased from 7.5/6.25/5/3.75/2.5 seconds to 9/7.5/6/4.5/3
  • Effect radius lowered from 725 to 625
  • Angle between bolts increased from eight to 10

Demonic Ascension (R)

  • Removed health threshold to cast second activation
  • Health gain from first activation increased by five health per soul fragment during ultimate
  • Minion and monster reduction increased from 80% to 90%
  • Swain now drains all enemy units, including invisible units
  • First activation can be cast after draining any amount of health

Demonflare (R2)

  • No longer dealths 45/60/75 plus 21% AP damage per fragment
  • Demonflare deals damage equal to how much health Swain has drained during Demonic Ascension, up to 200/300/400 plus 1.0 AP

Tahm Kench

An Acquired Taste (Passive)

  • Spells no longer deal bonus damage based on stacks
  • Passive no longer deals increased damage based on target stacks
  • Damage changed from 1.5% of Tahm Kench's max HP to 2.5% of Tahm Kench's max HP

Tongue Lash (Q)

  • Cooldown increased from 8/7/6/5/4 to 8/7.5/7/6.5/6
  • No longer hits enemies in a wide arc in front of Tahm Kench on cast
  • Stunning an enemy with Tongue Lash now consumes all stacks of An Acquired Taste
  • Slow amount lowered from 50/55/60/65/70% to 30/35/40/45/50%
  • Slow duration increased from two seconds to three
  • Stun duration increased from 1.5 seconds to two

Devour (W)

  • Enemies are no longer nearsighted while devoured
  • Enemies are no longer stunned for 0.25 seconds after being devoured
  • Can now be used on Blue Sentinel and Red Brambleback

Thick Skin (E)

  • Damage stored as gray health lowered from 80/85/90/95/100% to 50/52.5/55/57.5/60%
  • Gray health healed changed from 20/25/30/35/40% to 100%
  • Cooldown changed from six seconds to 11/9/7/5/3
  • Cooldown start changed from on cast to when shield expires or is broken


Strength of Stone (Passive)

  • New effect — Crushing Blows: Whenever Wukong or one of his clones damages an enemy champion, they apply a stack of Crushing Blows to that target. Targets take 4% increased damage from Wukong and his clones for each stack of Crushing blows (maximum 5)
  • Visual effects start small at one stack and grow larger with each additional stack
  • Stone Skin redesigned: When three or more enemy champions are visible within 1,400 units, Wukong gains armor and magic resist equal to 20 plus two per level plus 0.2 times his bonus armor and MR respectively. Bonuses last for six seconds and renew if enemies remain near.
  • Damage amplification no longer affects structures or increases true damage

Wuju Strike (Q)

  • Renamed from Crushing Blow
  • Mana cost lowered from 70/75/80/85/90 mana to 25/30/35/40/45
  • Now has a passive where Wukong gets 125 range on his next auto attack after he casts any spell
  • Damage changed from 10-130 plus 0.4 AD bonus physical damage to 20/35/50/65/80 plus 20% AD bonus magic damage
  • Now heals for 20/30/40/50/60 plus 0.25 AD (halved on minions)
  • No longer shreds armor

Warrior Trickster (W)

  • Clone created now attacks nearby enemies dealing 50% of Wukong's damage instead of exploding for magic damage at the end of its life
  • Clone lifespan increased to 2.5/3/3.5/4//4.5 (invisibility duration unchanged)
  • Wukong creating a clone and pushing S to stop moving will now look identical to enemy players
  • Wukong's dash range when casting W increased from 100 units to 200
  • Cooldown reduced from 18/16/14/12/10 seconds to 16/14/12/10/8
  • Cooldown now starts on clone death, not on clone creation
  • Now casts in the direction of the cursor rather than the direction Wukong's facing
  • Now goes through thin walls
  • Clone now gets the E attack speed buff if Wukong has it when he casts W
  • Clone now gets the Q on next hit buff if Wukong has it when he casts W

Nimbus Strike (E)

  • Other images of Wukong are now interactable clones that look just like Wukong and can be interacted with like any other unit. Clones can block skillshots
  • AD ratio lowered from 0.8 to 0.5
  • Now checks for secondary targets in a much larger area around the primary target

Cyclone (R)

Other spells are no longer locked out while you're using R. Using another spell will cancel the ult in progress
Cooldown now starts immediately
