The short answer is no. The long answer is also no, but that doesn't mean you won't get anything for your troubles.
According to Activision's Open Beta FAQ, beta progress will transfer during different weeks of the beta. Any beta progress will not be transferred to the full game.
Your beta progress may be lost, but you'll still get some benefits for having participated. Players who played in the beta will get a few in-game goodies as a reward.
In the full game, you'll get the Mutual Animosity SMG blueprint at launch if you reach level 10 in the beta. This comes with a few attachments ready to go for launch.
You'll also get a character for COD Mobile. Playing in the beta will get you Adler, as long as your accounts are properly linked. Adler is a CIA operative who will be featured in the story for Black Ops: Cold War.
Black Ops: Cold War is expected to be released November 13.
