According to WB Montreal, the games developers, Gotham Knights does not take place in the same universe as the Arkham series. According to the devs, Gotham Knights is an entirely new game which has no connection to the previous Batman game series they worked on, meaning Knights has the chance to start up a new narrative all on its own.

WB Montreal created Batman: Arkham Origins which was part of the Arkham franchise that released back in 2013. Gotham Knights' planned release date is 2022.
