There has been no price announcement for the new skins, but it is expected that it will be 1,350 Riot Points.

Riot Games has not confirmed a release date for the Elderwood Xayah and Rakan skins. It's expected that the skin will release within a few weeks or with the new patch update.

How to Get Elderwood Xayah and Rakan

The skins will probably be sold separately and will be able to be bought in the in-client store. Another way, though not guaranteed, is by chancing your luck with skin shards.
