How to get Sylveon in Pokemon GO is, unfortunately, a question that still doesn't have an answer.
Almost every "eeveelution" in the game's history has been transported into Niantic Labs' augmented reality smartphone game. Starting with the first three, Flareon, Jolteon, and Vaporeon, Niantic has gone down the line and implemented each one according to the next generation in place. Espeon and Umbreon joined these ranks not too long ago and, more recently, we've seen the arrival of Leafeon and Glaceon.

How to Get Sylveon in Pokemon GO
Each Eeveelution has a specific name that can be set to cue the game into which evolved form players want. Trainers have been scouring the internet trying to find the passphrase—or, in this case, pass-name—that will lead them to Sylveon.
With the app's current build, however, no such name exists.
There is no way to get Sylveon in Pokemon GO. It simply hasn't been included in the game's PokeDex yet. Fortunately, this won't stay the case forever. Niantic is clearly committed to adding every single Pokemon in the franchise to their game.
How long trainers will have to wait for Sylveon directly correlates to how many generations have been introduced into the game. Sylveon was added in Generation VI as number 700. Since we already have Generation V in Pokemon GO at the time of writing, it looks like this eeveelution is the game's next stop.
Perhaps Niantic will save Sylveon for a larger event in the future.
