To gain access to Gotcha Machine Vol. 3 figures, you will have to clear the Collector in the Sleepless Valley stage. Following this, it will be available for your use. The Vol. 3 Figures cost 50 Star Coins each, compared to the previous 20 Star Coins for Vol. 2 Figures.

Each Volume of the Gotcha Machine has different Figures to explore and unlock. Every Volume also has different prices attached to them. The amount of Star Coins that it takes to get a Figure will vary depending on which Gotcha Machine Volume you are using.
