Is Garrosh Hellscream in Shadowlands?
The short answer is that, yes, Garrosh Hellscream is in Shadowlands. Garrosh died in a mak'gora with Thrall, who struck him down with a bolt of lightning in Warlords of Draenor. Despite this, players encountered an Echo of Garrosh in Battle for Azeroth in the Inner Sanctum of Orgrimmar, where they had to destroy the Echo.
In Shadowlands, we learn that Garrosh's soul was ultimately sent to Revendreth, where the venthyr extracted his anima for a time. His soul was then sent to the Maw and imprisoned in the Sanctum of Domination, where Soulrender Dormazain tortured it.
When Azeroth's champions defeat Dormazain, Garrosh's soul breaks free and manages to murder Dormazain in an explosion of anima that also vaporizes him.
