League of Legends Patch 9.9 Balance Changes Outlined by Riot Games

League of Legends Patch 9.9's expected balance changes were described in overview Monday by Riot Games lead designer David "Repertoir" Capurro.
The League of Legends developer shared an image sorting each of the affected champions into categories based on whether they would be buffered, nerfed or adjusted more ambiguously. The image gave items, runes and more the same treatment.
Some of the changes Capurro included hit the Public Beta Environment the day of his tweet's publication.
