League of Legends Rell Midscope Update
Riot Games released a Dev Update video that provided the League of Legends community with information regarding some future plans with the game and champion updates. Some of these updates include information regarding the upcoming Skarner Visual and Gameplay Update, skin theme ideas, and the Blue Essence Emporium.
The Dev Update video also mentioned Midscope updates for some champions, which focuses on changing the gameplay of characters that can evolve or need to be fixed. The Midscope updates announced in the video include: Rell, Neeko, and Ivern.
As of right now, Riot is working on the Rell Midscope to make her gameplay match her theme more than it is currently. Riot plans on helping Rell fit her Mounted Knight theme more with the upcoming update.

League of Legends Rell Midscope Update
So far, all we know about the Rell Midscope update is that Riot is working on it and trying to make her fit the thematic design more than she is currently. Apart from that, Riot informed the community that there will be an update regarding the Rell Midscope soon, as well as updates regarding other champions.
With this information in mind, there is not an official release date for the Rell Midscope yet, but there will likely be one announced soon within the updates that are coming from Riot.
