League of Legends Twitch Prime allows League of Legends players and Twitch viewers to claim March's Permanent Mystery Skin by linking their Twitch Prime account to their League of Legends account.

League of Legends Twitch Prime: How to Claim March Permanent Mystery Skin
To claim the March Mystery Permanent Skin, players need to link their League of Legends account with their Twitch Prime account, if they already haven't done so in a previous month. After that, players can simply log in to Twitch Prime and claim their March Permanent Mystery Skin.
The next time players log in to their League of Legends account, they'll find a token for a free Permanent Mystery Skin in the loot section of the League of Legends client. From there, players can redeem the skin and use it in-game.
There are a few different ways for players to get Twitch Prime. Twitch Prime is automatically included with Amazon Prime, so for $13 a month players can get access to the benefits of both Twitch Prime and Amazon Prime.
