Lectra Borderlands 3 Location: How to Get into the City
First, you need to take the Kill Killavolt side quest. You can get this side quest after the Impending Storm main mission from Moxxi or the notice board in Meridian Metroplex. You'll get a marker on your map of where the location of the city will be.
When you get to the city, you won't be able to progress much past the barrier. You have to wait for Moxxi to finish talking, and then the switch will turn green and you'll be able to get in.
Once you get in, you'll be able to work on the Kill Killavolt quest. When you finally kill Killavolt, you'll get $1047 and a legendary item.
