Since the release of Overwatch, not much has actually been done to expand upon the current lore. There have been a few Overwatch Archives missions, as well as some comic strips and stories, but other than that, little has been done to actually develop the lore and explain the current story.
A sequel to Overwatch would potentially move the game forward lore-wise, and could steer more towards the PvE kind of gameplay as opposed to the PvP multiplayer currently in Overwatch. Overwatch itself was announced during BlizzCon 2014, and was met with critical acclaim upon announcement, it wouldn't be a bad idea to announce a sequel to the game just five years after.
Furthermore, with next-gen consoles releasing soon, such as the Playstation 5 coming in holiday 2020, it's likely that Blizzard is creating an Overwatch sequel for next-gen consoles, so announcing an Overwatch sequel now would provide the perfect opportunity to plan their next console purchases. Regardless of whether or not and Overwatch sequel is getting released, there are plenty of other reasons to get excited for BlizzCon 2019.
