The Pipeman is in the craggy southern expanse of the map. Unfortunately, this area of the map is not rich in items so be mindful of that as you drop there. A lack of mobility items does not help either however, Pipeman can be found South of Misty Meadows, which is not from the boat launch that occurred prior.
