Pokemon GO Plusle and Minun locations have been revealed as part of the Hoenn Celebration collection event.
Niantic Labs issued another region-specific collection challenge for trainers in Pokemon GO. From Jan. 19 at 10 a.m. to Jan. 24 at 8 p.m. local time, trainers would find specific Hoenn Pokemon appeared more frequently in the wild on their overland map. The shortlist includes fan-favorites such as Mudkip, Torchic, Treecko, Aron, and Roselia. However, the challenge, itself, calls for other Pokemon—such as Pokemon Ranger mascots Plusle and Minun—which require a different method to encounter.
Here's why trainers haven't seen these two in the wild.

Trainers can only find these two by doing research tasks obtained at PokeStops. According to the official post by Niantic on Jan. 13 detailing the event, "Enjoy event-exclusive Field Research tasks that reward Stardust and lead to encounters with Pokémon such as...Plusle [and] Minun..."
Anyone who is still missing this pair will have to travel to their closest PokeStop and complete tasks until they find them. There is no guarantee that any task will reward either one, so trainers should be prepared to camp out or hit different stops for a few hours.
