Rakan and Soraka Changes Go Live in League of Legends Patch 9.9

Balance changes affecting Blitzcrank, Rakan, Soraka, Tahm Kench, Akali, Darius, Ekko, Hecarim, Jarvan IV, Kennen, Kindred, Lissandra, Maokai, Morgana, Rek’Sai, Shaco, Shen, Sylas, Volibear, Hunter's Potion, Manamune and Muramana arrive in League of Legends Patch 9.9, set to release Wednesday.

The changes vary in size and type from updated visual effects to minor number tweaks. Check out the full list below.

VFX Updates

  • New basic attack hit effects
  • Rusty Blitzcrank redesigned
  • Piltover Customs Blitzcrank W recolored and cleaned up
  • iBlitzcrank Q cleaned up and jetpacks added to W
  • Added red to Battle Boss Blitzcrank R
  • Cleaned up noise on Lancer Rouge Blitzcrank R
  • Cleaned up noise on Lancer Paragon Blitzcrank R

Mana Barrier (Passive)

  • Shield decreased from 50% of Blitzcrank’s current mana to 30% of Blitzcrank’s maximum mana
  • Shield effect visuals cleaned up

Rocket Grab (Q)

  • Visuals updated to show actual width and distance of the hook

Overdrive (W)

  • Added spark visual effects

Power Fist (E)

  • Added static shock effect with uppercut hit effect

Static Field (R)

  • No longer sends lightning arcing randomly off Blitzcrank for damage
    While his ultimate is off cooldown, Blitzcrank now passively marks targets hit by his basic attacks. Enemies marked take 50/100/150 plus 0.3 AP after a one second delay
  • Visuals updated to show the actual range and clean up the electricity on Blitzcrank’s body


Base Stats

  • Health increased from 480 to 540
  • Armor increased from 29-32
  • Attack damage decreased rom 70 to 62
  • Magic resistance increased from 30 to 32.1
  • Magic resist growth increased from 0.5 to 1.25

Grand Entrance (W)

  • Dash speed increased from 1,500 to 1,700

The Quickness (R)

  • Rakan can no longer cast Grand Entrance or Flash during the first 0.5 seconds of The Quickness


Starcall (Q)

  • Cooldown changed from five seconds at all ranks to 8/7/6/5/4 seconds
  • Rejuvenation self-heal increased from 56/64/72/80/88 plus 0.4 AP over four seconds to 60.80/100/120/140 plus 0.5 AP over five seconds
  • Rejuvenation ally heal increased from 42/56/72/90/110 plus 0.3/0.35/0.4/0.45/0.5 AP to 60.80/100/120/140 plus 0.5 AP over five seconds
  • Heal over time changed from ticking evenly over duration to initial ticks healing more than later ticks
  • Damage decreased from 70/110/150/190/230 plus 0.35 AP to 60/95/130/165/200 plus 0.35 AP
  • Rejuvenation movement speed changed from 10% when moving away from enemy champions to 14/18/22/25/30% movement speed

Astral Infusion (W)

  • Now shows actual minimum cast health threshold in tooltip

Equinox (E)

  • Cooldown decreased from 24/22/20/18/16 seconds to 20/19/18/17/16
  • Cost increased from 70 mana to 70/75/80/85/90
  • Damage decreased from 70/110/150/190/230 plus 0.4 AP to 70/95/120/145/170 plus 0.4 AP

Wish (R)

  • Now shows how much Wish will heal low health allies in tooltip

Tahm Kench

Base Stats

  • Health increased from 540 to 600
  • Health growth decreased from 102 to 100
  • Movement speed increased from 335 to 345

An Acquired Taste (Passive)

  • Bonus damage changed from 1.25/1.5/1.75% based on level of Tahm Kench’s maximum health to 1.5% Tahm Kench’s maximum health at all levels

Tongue Lash (Q)

  • Slow duration increased from 1.5 seconds to two
  • Cooldown decreased from 5 seconds at all ranks to 8/7/6/5/4
  • Tongue range increased from 80 to 900
  • Slow increased from 30/40/50/60/70% to 50/55/60/65/70%

Devour/Regurgitate (W)

  • Devouring an ally now grounds and slows Tahm Kench by 95% (same as devouring an enemy champion)
  • Now refunds 50% of mana spent when Tahm Kench devours an enemy champion
  • Mana cost increased from 60 to 100
  • Coooldown changed from 28/25/22/19/16 seconds to 20 seconds at all ranks
  • Base minion spit damage decreased from 100/150/200/250/300 to 100/135/170/205/240
  • Enemy champion damage changed from 20/24/28/32/36% (plus 0.02 per 100 AP) of the target’s maximum health to 100/135/170/205/240 (5/7/9/11/13% of target’s maximum health) plus 0.02 per 100 AP

Thick Skin (E)

  • Heal increased from 15/20/25/30/35% Grey Health to 20/25/30/35/40% Grey Health
  • Shield increased from 70/75/80/85/90% Grey Health to 80/85/90/95/100% Grey Health
  • Now free to cast

Abyssal Voyage (R)

  • Range increased from 4,500/5,500/6,500 to 2,500/5,500/8,500
  • Cooldown increased from 120/110/100 seconds to 140/130/120


Twilight Shroud (W)

  • Extended duration when breaking invisibility decreased from three seconds to two
  • Cooldown increased from 21/19/17/15/13 seconds to 25/22/19/16/13


Decimate (Q)

  • Healing increased from 12/24/36% of Darius’ missing health on 1/2/3 or more enemy champions hit by the blade to 15/30/45% of Darius’ missing health on 1/2/3 or more enemy champions hi by the blade
  • Damage increased from 40/70/100/130/160 plus 1/1.1/1.2/1.3/1.4 total attack damage to 50/80/110/140/170 plus 1/1.1/1.2/1.3/1.4 total attack damage


  • Base attack damage increased from 55 to 58

Phase Dive (E)

  • Mana cost decreased from 40/50/60/70/80 mana to 40/45/50/55/60


Rampage (Q)

  • Bonus damage decreased from 10% per stack to 5%

Devastating Charge (E)

  • Minimum damage decreased from 45/80/115/150/185 to 45/75/105/135/165
  • Maximum damage decreased from 90/160/230/300/370 to 90/150/210/270/330

Jarvan IV

Base Stats

  • Health decreased from 571.2 to 570
  • Mana decreased from 302.3 to 300
  • Mana regen decreased from 6.756 to 6.5

Golden Aegis (W)

  • Bonus shield changed from 2/2.25/2.5/2.75/3% of Jarvan IV’s maximum health per enemy champion hit to 1.5% of Jarvan IV’s maximum health per enemy champion hit

Demacian Standard (E)

  • Cooldown increased from 11 seconds to 12


Lightning Rush (E)

  • No longer grants Kennen 10/20/30/40/50 bonus armor and magic resist for the duration

Slicing Maelstrom (R)

  • Now grants 20/40/60 bonus armor and magic resist for the duration


Mark of the Kindred (Passive)

  • First mark spawn changed from 2:05 to 3:15


Ring of Frost (W)

  • Damage increased from 70/100/130/160/190 plus 0.3 AP to 70/105/140/175/210 plus 0.5 AP


Bramble Smash (Q)

  1. Damage increased from 65/105/145/185/225 plus 0.4 AP to 70/115/160/205 plus 0.4 AP


Black Shield (E)

  • Cooldown increased from 23/21/19/17/15 seconds to 26/24/22/20/18
  • Shield strength decreased from 70/140/210/280/350 to 60/120/180/240/300


Base Stats

  • Attack damage decreased from 65.4 to 64
  • Attack damage growth from 3.35 to three

Prey Seeker (Burrowed Q)

  • Cooldown increased from 11/10/9/8/7 seconds to 12/11.5/11/10.5/10 seconds

Furious Bite (E)

  • Minimum damage decreased from 55/65/75/85/95 to 50/60/70/80/90
  • Empowered true damage 110/130/150/170/190 to 100/120/140/160/180


Jack in the Box (W)

  • Sweeping Lens no longer activates Jack in the Boxes
  • Jack in the Boxes now have small activation range indicators


  • Base attack speed ratio increased from 2% to 3%

Shadow Dash (E)

  • Damage increased from 50/75/100/125/150 plus 0.12 bonus health to 50/75/100/125/150 plus 0.15 bonus health


Kingslayer (W)

  • Base damage increased from 50/75/100/125/150 to 60/90/120/150/180


Frenzy (W)

  • Bonus attack speed increased from 4/8/12/16/20 per stack up to three stacks to 9/13/17/21/25 per stack up to three stacks

Hunter’s Potion

  • Removed from the game


  • Base damage increased from 25 to 35
