The Stag is another exotic item which doesn't have a quest or boss conneted to it, and can be found in any exotic engram. But that means the drop rate is rather low. But fear not, if you act quickly you can purchase the item at Xur.

You can find Xur in the EDZ on Earth. Head to the Winding Cove, and climb toward his ship on top of the cliff. He has a rather useful inventory.
