With any issue related to connection, regardless of the game, the first step should be checking whether or not your server is having issues. Riot Games makes this easy, having a dedicated section where players can confirm the current status of the servers in their region, whether it's North America, Europe, Asia, etc. If the servers are down, then great! All you have to do right now is have patience, and wait until they're back up.
If the server isn't currently experiencing any issues, then the problem may lie on the player's end, with their own WiFi or internet connection. Start by resetting your router if you can, and check whether or not that works. If it doesn't, then using a VPN may work, but this isn't necessarily a permanent solution.
If none of these solutions work, then the best thing to try is just waiting. For whatever reason, sometimes with connection issues, just taking an hour or two before trying to login helps occasionally, and practicing patience can definitely help here. In addition, submitting a support ticket to Riot Games Support may be helpful as well.
