What's With the Boat in Animal Crossing New Horizons?
The boat in question belongs to Crazy Redd, and serves as his base of operations. The first time you meet Redd will be in town, but from then on you'll find him in his Treasure Trawler.
The Treasure Trawler will appear at the secret beach on the north end of your island, typically behind the cliffs. You can't get into the Trawler the first day you find it, so to buy the artwork from Redd and unlock the Museum upgrade you'll have to look for him on the island itself.

Redd's Treasure Trawler is the only place you can get artworks for the Museum, although his methods are less than savory. Sometimes, Redd will sell you a fake painting.
You'll have to examine them closely to look for discrepancies from the genuine article. The paintings are all ones that exist in the real world, so looking them up online to cross-reference is easier than ever.
