SonOfGhost created the filter and posted it on the League of Legends community board. As with most filters, you can't follow the link while on the PC. It needs to be done with a iPhone or Android. If you want to try it, click this link with your phone.

As with each Instagram filter, you need to point the phone at your face and click the activate button. It will record your screen while it randomly generates a champion.
