The Numbers outfit Blackout is a result of Treyarch doing its Call of Duty: Black Ops 4 a solid by unlocking all of the Specialist characters in Blackout. Unlocking a character in Blackout required players to complete a character mission. Because all characters are already unlocked, Treyarch decided to give back to the players.

The Numbers Outfit Blackout: How to Unlock the Special Outfit in Black Ops 4
Unlocking The Numbers outfit is very simple. At least, the thought process behind it is. Completing a character mission in Blackout unlocks the outfit for the particular specialist. If you already unlocked the character in Blackout, you will receive the outfit automatically.
It takes away from the initial idea of going through games trying to complete specific challenges, but maybe the lack of starting characters in Blackout pushed Treyarch to fully unlock a set of them.
Or, maybe chasing down challenges for an outfit is more incentivizing. Though, the outfit is only for Blackout. It's a flashy outfit playing off of the numbers plot device from the original Call of Duty: Black Ops.
