Unfortunately, that process can become bugged, leaving players unable to team up with their friends. Have both players check their privacy settings or parental control settings to ensure there isn't anything obvious preventing the friend request from sending.

If one of these players is on PC then have them ensure that Apex Legends has been given all the necessary permissions, that all game related drivers are up to date and that the operating system is up to date. Certain firewall settings could also prevent online games from functioning properly.
